Non stop wipers

Finishing up the last things on the rewiring job for my 65'. I've wired up the 6v wiper motor exactly as in the wiring diagram but when I hook up the battery to test it, the wipers run no matter if the switch is in the ON or OFF position. I have yet to install the inline EMPI voltage drop (12V -6V) as I am not 100% sure as to which of the three wires in the wiper harness it should be in (power of course). It is wired as follows at both the switch and the wiper motor. This is happening even when there is no key in the ignition.

31b: brown
54: Black which is connected the dome light switch so I assume this is my hot wire where the voltage drop should go
54d: black/red

Am I missing something here or is my switch bad?

I thought the wiper frame and switch were earthed by being bolted in place, have you tried running a wire to earth them while they are not in place?

My impression is that they are indeed grounded in place by a copper strip under the mounting bolt. I'll try a second ground wire to see if that helps.
