Are ALL Sambabusses German made ?

Are all factory T1 sambabusses/23w/21w, german made ??

or did they make them anywhere else in the world ?

Do you mean all original Sambas? As there's tons of 'fakes' and even the factory converting Bays into Split Sambas.
