is your bus still using the US spec indicator/brake relay box, and has all red rear lights.
The relay is a black unit behind the drivers kick panel with 9 pins? If so it could be this which is "clicking" and is shorting the feed.

the wiring you have should match this USA spec 66-67 indicator stalk http://www.thesamba.com/vw/archives/info/wiring/bus_66_USA.jpg if you are now running rear euro lights (seperate rear indicators and brake light wiring), then perhaps the other version C&C do would be better... http://www.customand...

plenty of wd40 and a large stilson wrench should pick up on the lower cap you have revealed.
I'm sure the idler shaft is 1" diameter so the adjustable reamer you need is "H11"
This has a working range 15/16" ~ 1.1/16"
