Neil Could be a number of things, is it a new loom or the original? If original the solution can be a hot start relay to take the load off the wiring, could simply be a dodgy solenoid, or a connection issue somewhere in the switch or the cabling. Dodgy starter then I guess, you used to be able to get them tested and rebuilt, I know a place in Wrexham and Shrewsbury that do them, maybe somewhere local to you?

It could be the bush in the bell housing is worn and not the starter, or a loose connection. For the price of the bush I'd try that first, remove, clean and tighten the wiring connections and until you are certain park on a hill!! https://www.vwheritage.com/113301155-armature-bush-for-starer-motor-v...

I have one that I bought (refurbished) for my Single Cab, however the original looked better (ratty) so have the refurbed one for sale, it isn't under a ton though, but I doubt you'll find a nicer one.
