Make sure it's out of gear. Check it's out of gear again. Ignition on, get underneath and with an insulated handled screwdriver short across the starter motor connections. If it turns over you know the starter is good. Problem will then be the wiring or the ignition switch.

There is no easy way to alter the height on a cut and turned beam, you'd be better off using the adjustable beam you have in the shed.

If it's not adjustable and not dropped spindles then it sounds like a cut and turned beam. Proper old school. If you're happy with the height just cut the bump stops off and enjoy...

No problems with mine, bump stops were cut off at least 12 years ago. I don't think there is even a hint of them on narrowed beams...

I think it's fairly common practice to cut the bump stops off completely on low vans.

Some heads had a small peg to locate the manifold, you can just see it in the picture. If there's no peg I don't imagine there is too much to worry about which way round the gasket goes.

I believe it's raised upwards and hole inward. I've never had an issue with the fibre gaskets, they crush nicely and seal well.
